The Verkhovna Rada Commissioner for Human Rights in Ukraine, Dmytro Lubinets, appealed to the State Border Guard Service to find out why people who can leave the country are standing in lines for more than a day. This was reported by UNN.

The Ombudsman stated that on December 31, huge queues formed at various checkpoints. Some people have been standing for over a day. According to him, the reason for this was the tightening of control over citizens wishing to travel abroad.
In order to investigate the situation, this morning I sent an urgent letter to the State Border Guard Service of Ukraine with a request to provide information on the documents demanded by the SBGS officers from citizens crossing the state border, as well as the legal grounds for such a demand
He recalled that the media reported that border guards were intensifying their checks of documents of people with disabilities and those accompanying them, parents with many children, and people traveling under the "Shlyakh" system.
In addition, requires military registration documents with a record of deferral from mobilization.
According to the State Border Guard Service, this is due to a large number of cases of document forgery
At the same time, the Ukrainian Parliament Commissioner for Human Rights emphasized that no one can be forced to do anything that is not provided for by law. Also, state bodies and their officials are obliged to act within their powers and in accordance with the Constitution and laws of Ukraine.
The Constitution of Ukraine stipulates that everyone who is legally on the territory of Ukraine is guaranteed freedom of movement, free choice of place of residence, and the right to leave the territory of Ukraine, except for restrictions established by law
In a comment to a journalist of UNN, State Border Guard Service spokesman Andriy Demchenko said that border guards can demand from men with many children an extract from the TCC protocol on the decision to defer, or a record of deferral in military registration documents.
According to him, such actions are carried out due to repeated detection of forgery of documents of men who are allowed to cross the border

Earlier, Demchenko reported that there were no changes in the rules for crossing the border. He noted that the border guards continue to check documents, as a sufficient number of people have been identified whose real purpose of travel does not comply with the rules.
