This statement has raised concerns in European capitals that that Chancellor Olaf Scholz could thwart future EU attempts to support Ukraine's fight against the Russian invasion.
The publication notes that Germany often complains that member states of the bloc abuse the EPF scheme to send old weapons to Ukraine and use the reimbursement to modernize their military.
