Expert: Appointment of a NBU official with a “reputation” as head of the Deposit Guarantee Fund may prove that the fight against corruption in Ukraine is fictitious

The expert believes that the appointment of Pavlo Polarush as head of the Deposit Guarantee Fund may prove that the fight against corruption in Ukraine is fictitious. Polarush, who has a dubious reputation, is being lobbied by the NBU governor.

The appointment of Pavlo Polarush, head of the National Bank of Ukraine's Department for Work with Troubled Assets, as managing director of the Deposit Guarantee Fund may be evidence that the declared fight against corruption in Ukraine is a fiction. This opinion was expressed in an exclusive commentary to UNN by security expert Serhiy Shabovta.

This (the attempt to appoint Polarush as managing director of the DGF - ed.) is just a clear indication that the entire fight against corruption, which is supposedly being made more and more effective by the state of Ukraine, is actually a fiction. We see that all the thieves exposed by the media, these are the people with "reputations", people who abuse, who hide or travel abroad in the conditions of war, who are involved in outright crimes related to the abuse of both positions and budget money, they remain essentially unpunished,

- Shabovta noted.

At the same time, according to him, Polarush's appointment to the Fund may not be the first example of the unsuccessful personnel policy of the head of the National Bank of Ukraine, Andriy Pyshnyi.

The expert does not rule out that after Polarush's appointment as head of the Fund, he will not be an independent figure.

Yes, there will obviously be manual control, it has to be. We see a terrible situation today when people who are exposed by the media at certain events disappear for a while and then resurface and come to run such institutions,

- Shabovta added.

He also emphasized that he was surprised that the procedure for selecting the managing director of the DGF through a competition, as required by the International Monetary Fund, has not yet been developed.

The Administrative Board of the Deposit Guarantee Fund has dismissed Svitlana Rekrut from the position of Managing Director of the DGF at her own request. According to the former head of the Fund, her contract was about to expire and she did not want to extend it. Instead, her deputy, Olga Bilay, is performing her duties, the institution's press service said.

UNN has learned from its own sources that the head of the NBU is lobbying for the appointment of Pavlo Polarush, head of the National Bank of Ukraine's Department for Work with Troubled Assets, who is the civilian husband of the deputy head of the Presidential Office, Iryna Mudra, as the fund's managing director.

The media reported that Polarush may have dual citizenship, which is prohibited by Ukrainian law. In addition, journalists found out that he was involved in a criminal case against an odious official of the Ministry of Defense. In particular, according to the investigation, in 2022 Polarush received permission to travel abroad in a luxury car Lexus RX200T, allegedly to import humanitarian aid. The journalists claim that he left Ukraine several times with one of the defendants in the criminal case, who is currently on the wanted list.
