Estonia emphasizes that exceptions to the sanctions imposed against russia were made only when absolutely necessary. This is reported by ERR with reference to the statement of Andres Siplane, chief specialist of the Department of Sanctions and Control of Strategic Goods of the Ministry of Foreign Affairs, UNN reports.

According to him, sometimes it was necessary to allow ignoring sanctions for security reasons. 

When the full-scale war began, we had a large amount of fertilizers in our ports that posed a danger to the environment. They were frozen (left in the port - ed.) because they belonged to oligarchs. But we had to do something to avoid a catastrophe, so an exception was made to export these fertilizers

According to Siplane , in Finland, exceptions were made (for at least one Finnish company) to allow the sale of a subsidiary operating in russia. No such exceptions were made in Estonia.
