New law on professional education has been prepared in Ukraine: what will change

The Cabinet of Ministers has approved a draft law on vocational education to adapt to the needs of the market. Now a decision of the Parliament is expected, Prime Minister Denys Shmyhal said on Friday in Telegram following a government meeting, UNN writes.

The government approves the draft law "On Vocational Education". (...) We are increasing financial autonomy and strengthening the interaction of vocational education institutions with business. In particular, through joint investment projects. We give the opportunity to independently manage funds, approve staffing schedules and move away from the tariff grid

"The draft Law "On Vocational Education" has been approved," said Taras Melnychuk, the government's representative in parliament, on Telegram.

The bill is designed to create a new system that meets modern challenges and needs and provides the most necessary and modern knowledge, the head of government said.

"It is planned to update the content and a flexible system of response to the needs of the labor market. The modular structure of educational programs will make it possible to obtain professional qualifications through short-term programs," Shmyhal said.

Instead of 18 types of vocational education institutions, there will be two. It will be a vocational college and a training center. And vocational education students will receive the status of students and cadets

According to the government's representative in parliament, the bill provides for the creation of a unified vocational education system. The draft law proposes to simplify and make clear the mechanism for the compliance of graduates' competences with the needs of the labor market and economic development.

The draft law, among other things, provides for:

  • introduction of one level of vocational education;
    • creation of a single type of institution for obtaining vocational education - professional colleges;
      • reducing bureaucratic licensing procedures and abolishing the certification of vocational education institutions;
        • introduction of a framework state standard and abolition of educational standards for each professional qualification;
          • differentiation of vocational education and vocational training.

            "We expect the Parliament to support this draft law," Shmyhal said.

            At the same time, he pointed out that about 100 vocational workshops have already been equipped. "We plan to update up to another hundred this year, the budget provides more than UAH 500 million for this," he said.
