Shmyhal instructs ministries to address priority issues for frontline regions: what is known

Prime Minister Denys Shmyhal has instructed ministries and agencies to promptly address the priority issues of the frontline regions, including energy supply, water supply, winterization and distribution of humanitarian aid.

Prime Minister Denys Shmyhal has given a number of instructions that ministries and responsible authorities must promptly fulfill to address priority issues for the frontline regions. Shmyhal announced this in his Telegram channel, UNN reports.

Today, at an offsite meeting of the Government devoted to the issues of Kharkiv region, a number of tasks and instructions were approved, which ministries and responsible bodies must promptly fulfill

- Shmyhal wrote.

In particular, the Prime Minister instructed:

  • The Ministry of Energy and the Ministry of Community, Territorial and Infrastructure Development have been instructed to work on the redistribution of cogeneration units provided as humanitarian aid. The frontline regions should receive such units and mini-CHPs first;
  • The Ministry of Community, Territorial and Infrastructure Development, the Ministry of Environmental Protection and Natural Resources and the regional authorities should work on possible alternative sources of water supply for Kharkiv region and protection of water infrastructure facilities;
  • The Ministry of Environmental Protection and Natural Resources should take measures to overhaul the hydraulic structures of the Krasnopavlivka Reservoir;
  • the head of the Kharkiv RMA, Oleh Syniehubov, was instructed to provide financial calculations on the costs of building an underground department of the regional clinical hospital and on the sources of attracting resources for the project;
  • The Ministry of Health has been tasked with creating rehabilitation departments in multidisciplinary hospitals. Cluster and supercluster medical institutions must conclude contracts with the NHSU for rehabilitation care packages;
  • The Ministry of Health, the Ministry of Economy, the Ministry of Social Policy, the State Property Fund and local authorities should transfer the property of the Ukrainian Scientific and Clinical Center for Prosthetics and Rehabilitation to the joint ownership of the communities of Kharkiv region;
  • The Ministry of Finance, together with the Ministry of Economy, should develop a mechanism for banks to provide loans in the frontline zone. The National Bank and state-owned banks will also be involved in this work.

These tasks should be completed as soon as possible. They are a priority for Kharkiv and other frontline regions, and people urgently need these solutions

Prime Minister Denys Shmyhal instructed the ministries to ensure uninterrupted power supply to military formations in the frontline regions, resolve water supply issues, prepare for winter, and develop mechanisms for distributing humanitarian aid in the form of liquefied gas for the needs of household consumers.
