Parliament Supports Higher Education Financing Reform: Provides for Tuition Grants

The Verkhovna Rada of Ukraine passed in the first reading a draft law that introduces the principle of "money follows the student" and a flexible system of state co-financing of higher education, including grants that fully or partially cover tuition fees, giving students more freedom to choose universities and promoting competition between universities to improve the quality of education.

The Verkhovna Rada has passed in the first reading a draft law on reforming the financing of higher education (No. 10399), which provides for the introduction of grants for education, Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov said on Wednesday, UNN reports.

He said that the MPs cast 234 votes in favor. 

According to him, students will have more freedom when choosing a university, as they will not be limited by the availability of state-funded places. "It's also about improving the quality of education through competition between universities for students," he said.

"This draft law will become a game changer for higher education," Fedorov summarized.
