Estonia, along with Latvia, Lithuania, Poland and Ukraine, proposed to include birch bark letters from Siberia (1945-1965) in the UNESCO list "memory of the world". Documents highlighting the experience of political prisoners are part of a joint bid to preserve a significant documentary heritage.

National Commission of the Republic of Estonia in UNESCO filed a joint application with UNESCO on behalf of the institutions of remembrance Estonia, Latvia, Lithuania, Poland and Ukraine regarding the nomination of letters on birch bark, sent from Siberia in 1945 – 1965, to the list of documentary heritage UNESCO "Memory of the world". According to the Ukrainian Ministry of Culture in the list of "memory UNESCO plans to include 148 documents covering the period 1940-1965 years, and now stored in 31 institutions of memory. Among the proposed documents there are letters on birch bark sent from Siberia, and other personal materials created political prisoners and deportees.

Submission of letters currently stored in Ukrainian museums included in the UNESCO list are the result of the ministry's cooperation culture and information policy of Ukraine and the Ministry of Foreign Affairs With the assistance of the National Commission of Ukraine for UNESCO.
