Expert: An alternative to Hetmantsev's idea to raise taxes is to eliminate the tax service

The elimination of tax and customs authorities and the transition of the economy to a war footing could be an alternative to raising taxes to finance the Ukrainian Defense Forces during the war, says economic expert Yuriy Havrylechko.

Elimination of tax and customs services and putting the economy on a war footing may be an alternative to the idea of the head of the Rada's tax committee, Danylo Hetmantsev, to raise taxes to close the budget gap. This opinion was expressed by economic expert Yuriy Havrylechko in an exclusive commentary to UNN.

Earlier, Danylo Hetmantsev, chairman of the Rada's tax committee, said that Ukraine has a catastrophic situation with spending on security and defense. According to him, there is currently a huge hole in the budget worth hundreds of billions. Hetmantsev added that de-shadowing is not enough to replenish the country's budget, and the government does not plan to print hryvnia and thus devalue it. According to him, there are no other solutions to finance the Defense Forces except taxes. 

There is an alternative (to raising taxes - ed.) - to eliminate the tax and customs authorities. This will give Ukraine half a trillion hryvnias at once. This is what is disappearing somewhere. I would like to remind you that the conscientious tax payment rate in Ukraine is 98%, which means that 98% of entrepreneurs pay taxes absolutely calmly during the war, without any complaints or problems

According to him, an alternative to raising taxes in wartime is to eliminate customs and tax authorities and put the economy on a war footing. "This is not an alternative, but what is provided for by the current legislation, in particular the law on mobilization training and mobilization, adopted back in 1996. And those who talk about taxes either don't know or forget that since ancient and medieval times, the state's ability to regulate the economy has increased fantastically. And if 100 years ago taxation was the only mechanism of regulation, now there are many more," Havrylechko said.

The Verkhovna Rada of Ukraine has passed the scandalous draft law on the "white business club" by the head of the parliament's tax committee, Danylo Hetmantsev. The document was criticized by both Mr. Hetmantsev's colleagues in parliament and experts. Even legal opinions stated that it did not comply with Ukrainian law. For the law to come into force, it must be signed by the President. The head of state also has the right to veto the document.

According to experts, this draft law aims to divide entrepreneurs and undermine their efforts to implement tax reform.

In their comments to UNN, economic experts also pointed out that the document violates the Constitution of Ukraine and creates discriminatory conditions in the business environment.

Analysts of the Union of Ukrainian Entrepreneurs also concluded that Hetmantsev's draft law contains discriminatory provisions and has corruption risks .  

Business Ombudsman Roman Vashchuk also stated that the draft law on the "white business club" is discriminatory .

Earlier , UNN described how social media reacted to Hetmantsev's initiative to create a "white business club." Ukrainians, in particular, believe that his bill is an instruction manual for milking a half-dead cow, and that the parliamentarian himself is a disaster for the Ukrainian economy.
