The Cabinet of Ministers has registered a draft law on fair lobbying in the parliament, the adoption of which is necessary for the start of negotiations on EU membership, reports UNN.

Draft law No. 10337 was registered today, December 13.
According to Taras Melnychuk, the government's representative in the Verkhovna Rada, on Telegram, the draft law proposes to define:
- terminology in the field of lobbying;
- rights and obligations of lobbying entities;
- methods of influence;
- rules of ethical behavior of lobbying entities;
- creation of the Transparency Register, the holder and administrator of which is National Agency for Prevention of Corruption;
- procedure for registration in the Transparency Register and exceptions to it;
- access to the Transparency Register (open and free of charge);
- reporting of lobbying entities to be entered in the Transparency Register;
- mechanisms for controlling the activities of lobbying entities by monitoring compliance with the lobbying legislation.
The document is aimed at implementation of the recommendations of the European Commission set out in the Enlargement Package.
The draft law aims to ensure the legal framework for lobbying in Ukraine in accordance with international practices and standards, regulatory and legal regulation of interaction between officials of state authorities and local self-government bodies and local self-government bodies with stakeholders and lobbying entities, establishing transparent mechanisms for ensuring the activities of lobbying entities and officials of state authorities and local self-government bodies; mechanisms for controlling lobbying activities
