It has been established that the subsidence of the kindergarten building in the Shevchenkivskyi district occurred during the repair of the shelter. This is stated in a statement by the Kyiv City Prosecutor's Office, UNN reports.

Investigators found that the Department of Urban Development, Architecture and Land Use of the Shevchenkivskyi District State Administration concluded contracts for the procurement of works on the development of design estimates and major repairs of simple shelters and civil defense structures in a preschool educational institution for UAH 369 thousand and more than UAH 1.2 million.
Under the procedural supervision of juvenile prosecutors of the Shevchenkivskyi District Prosecutor's Office of Kyiv , criminal proceedings were initiated on the fact of improper repair work on the arrangement and construction of a shelter on the territory of a kindergarten in Kyiv and possible misappropriation of budget funds (Part 2 of Article 367, Part 4 of Article 191 of the Criminal Code of Ukraine).
It is noted that the officials of the Shevchenkivskyi District State Administration and the contractor signed the acts of acceptance and transfer of the completed work and made full payment under the contract.

However, the work has not been completed, and the construction site itself has been damaged.
The agency explained that on , during the construction work on the construction site on 28.12.2023, the facade of the kindergarten building sagged.
According to preliminary data, the deformation of the building's walls was caused by excavation under the building to build a civil defense facility. A possible reason for this could be miscalculations in the development of design estimates or contractors' evasion of the overhaul project during the actual performance of work

Investigators also found that the contractor was the winner of two more similar public procurement procedures conducted by the Department of Urban Development, Architecture and Land Use of the Shevchenkivskyi District State Administration in 2023, and payments were made in full.
The prosecutor's office says that this may indicate possible embezzlement of budget funds by officials of the Shevchenkivskyi District State Administration, misappropriation of funds by the contractor and forgery of construction documents.
Currently, urgent investigative actions are underway to seize the original tender documents, and the issue of appointing a construction and technical expertise is being resolved.
