Oleksiy Danilov told the Guardian.

Details

The changes are expected to be announced this week. They will will include the use of commercial recruitment companies to conduct more targeted recruitment and reassurance to recruits that they will  be placed in roles that match their skills.

Danilov noted that the army would cooperate with Ukraine's two largest recruitment companies in Ukraine to identify people with specific skills and attract qualified Ukrainians who want to help the army but do not want to go to the front, from trying to to evade conscription.

Mobilization will become more flexible, the specialties that are needed will be announced, and people will be announced, and people will volunteer for a specific position. For example, they need welders or mechanics, and so on.

Danilov said.

A source in the Defense Ministry confirmed that contracts have already been signed with personnel companies have already been signed. However, the names of the companies were not disclosed. It is not clear yet to what extent recruitment companies will be involved in the process, and at what level the general recruitment for the front line will continue.

Danilov admitted that there is indeed a recruitment problem in Ukraine. At the same time, he noted that Russian propaganda exaggerates the scale of the problem. "Russia is trying to fuel this issue, saying that we do not have enough soldiers, that we have problems with mobilization... There are always problems in life, let's not let's not overestimate them," he said.

To recap,

On November 21, President Zelenskyy announcedthat a comprehensive mobilization plan would be presented in a week after discussing current military issues and conscription. Zelenskyy entrusted the development of this document to the Commander-in-Chief of the Armed Forces of Ukraine Valeriy Zaluzhnyi, Defense Minister Rustem Umerov, and Prime Minister Denys Shmyhal.
