It is noted that Ukrainians without Russian passports in the occupied Luhansk region are considered foreign citizens, and therefore are required to undergo mandatory fingerprinting and photographing, as well as to be registered in the migration registration.

The Luhansk Regional Military Administration reminded that in Starobilsk the occupation authorities began to forcibly issue documents of foreign citizens or or stateless persons to those locals who have not issued Russian passports. These documents are valid until 2024.
