Expert: DGF should cancel the auction for the Concorde armored collection vehicle and transfer it to the military

The Deposit Guarantee Fund should cancel the auction for an armored collection vehicle belonging to the liquidated Concord Bank and transfer it to the military at the front. This opinion was expressed by political scientist Viktor Bobirenko in an exclusive commentary to UNN.

"Yes, if the Fund can cancel the auction now, it should do so. It may require a resolution of the Cabinet of Ministers to make a decision in the legal field," Bobirenko said.

According to him, the Ukrainian military needs all the vehicles.

"I would only be in favor of this (the transfer of an armored vehicle to the front line by the Foundation - ed.) Because it is the military who bring our victory closer," Bobirenko said.

The political scientist believes that changes should be made at the legislative level that would allow such vehicles to be taken to the front immediately or give the Ministry of Defense of Ukraine the priority right to buy them back.

"For example, the legislation can be amended, or even better, a resolution of the Cabinet of Ministers of Ukraine can be issued, which is easier and faster. The Verkhovna Rada should instruct the Cabinet of Ministers to develop a bylaw, and according to this bylaw, either take these cars immediately: The Cabinet of Ministers transfers them to the Ministry of Defense and they distribute them to military units, or to establish a priority right of redemption - the Ministry of Defense buys them first, and then all the others. Those cars that the Ministry of Defense does not need," Bobirenko explained.

According to him, the advantage of the collection vehicles is that they are armored. "In general, the times are such that any car, anything that drives, is welcome there (at the front line - ed.)," the expert added.

Co-founder of Concord Bank Olena Sosiedka appealed to the Deposit Guarantee Fund to not hold an auction for the sale of the bank's armored collection car, but to donate it to the military.

Soldiers of the 204th separate battalion of territorial defense of Kyiv, which is currently on the front line, call on the Deposit Guarantee Fund to heed the proposal of the shareholders of Concord Bank and transfer the armored vehicle for sale to the army.

Concorde Bank has been under the management of the DGF since the NBU announced its decision to liquidate the bank. Currently, according to the Fund, the payment of the claims of the 9th priority of creditors (shareholders and related parties) is already underway - this is the last priority. At the time of the start of the liquidation procedure, the bank was profitable, and there was no need to sell assets to make all payments. However, the DGF decided to hold an auction to sell the bank's collection vehicle.

The official website of the Guarantee Fund contains information on the auction for the sale of a light-duty cargo van - Volkswagen Transporter (specialized with armored protection PCSA-3, year of manufacture - 2013) on January 3, 2024. The vehicle is also accompanied by tires, load-bearing vests and protective plates belonging to Concord Bank.

"We are appealing to the Foundation to transfer this vehicle to the military as well, because thanks to the armor, such vehicles are able to perform operations related to the approach directly to the ground.

For our team, charity is a way of life. We hope that the Foundation will listen to our request and take into account the needs of the military," wrote Olena Sosiedka.

She also added that the bank's shareholders are ready to reduce the payments due to them by the amount of the car's value.
