According to Scholz, there have always been mediation initiatives. He recalled that immediately after the outbreak of full-scale war, Ukraine and Russia held direct talks with each other. Then the talks failed because Russia used them only as an excuse to simultaneously move its troops to the east for a major offensive.
Then it became known about the massacres in Bucha and Irpin. As Scholz noted, they deprived the negotiations of any basis.
Scholz also mentioned the cancellation of the grain deal by Russian President Putin.
In addition, negotiations were held on security at the Zaporizhzhya nuclear power plant and the exchange of prisoners, the chancellor said.
